習近平參加內蒙古代表團審議：保持加強生態(tài)文明建設的戰(zhàn)略定力

中共中央總書記、國家主席、中央軍委主席習近平5日下午在參加他所在的十三屆全國人大二次會議內蒙古代表團審議時強調，保持加強生態(tài)文明建設的戰(zhàn)略定力（to maintain strategic resolve in enhancing the building of an ecological civilization），探索以生態(tài)優(yōu)先、綠色發(fā)展為導向的高質量發(fā)展新路子，加大生態(tài)系統(tǒng)保護力度，打好污染防治攻堅戰(zhàn)，守護好祖國北疆這道亮麗風景線（to protect the country's beautiful scenery in the northern border areas）。

習近平在發(fā)言中強調：

Building Inner Mongolia into an important shield for ecological security in northern China is a strategic position set with full consideration of the country's overall development and a major responsibility the region must shoulder, Xi said.
把內蒙古建成我國北方重要生態(tài)安全屏障，是立足全國發(fā)展大局確立的戰(zhàn)略定位，也是內蒙古必須自覺擔負起的重大責任。

Fundamentally speaking, environmental protection and economic development are closely integrated and complement each other, Xi said.
保護生態(tài)環(huán)境和發(fā)展經濟從根本上講是有機統(tǒng)一、相輔相成的。

In the Chinese economy's transition from the phase of rapid growth to a stage of high-quality development, pollution control and environmental governance are two major tasks that must be accomplished, he added.
在我國經濟由高速增長階段轉向高質量發(fā)展階段過程中，污染防治和環(huán)境治理是需要跨越的一道重要關口。

The country should explore a new path of high-quality development that prioritizes ecology and highlights green development, Xi said.
要探索以生態(tài)優(yōu)先、綠色發(fā)展為導向的高質量發(fā)展新路子。

對于生態(tài)文明建設的重要性，習近平在多個場合強調過。

2018年5月召開的全國生態(tài)環(huán)境保護大會上，習近平指出，新時代推進生態(tài)文明建設，必須堅持好以下原則。

Ensuring harmony between human and nature. China must stick to the policy of putting conservation and protection first, and mainly relying on the natural recovery of the environment.
一是堅持人與自然和諧共生，堅持節(jié)約優(yōu)先、保護優(yōu)先、自然恢復為主的方針。

Lucid waters and lush mountains are invaluable assets. China must pursue the vision of innovative, coordinated, green and open development that is for everyone, accelerate forming spatial patterns, industrial structures, production and living modes that are resource-saving and environmental-friendly, and provide time and space for the natural ecology to rehabilitate.
二是綠水青山就是金山銀山，貫徹創(chuàng)新、協(xié)調、綠色、開放、共享的發(fā)展理念，加快形成節(jié)約資源和保護環(huán)境的空間格局、產業(yè)結構、生產方式、生活方式，給自然生態(tài)留下休養(yǎng)生息的時間和空間。

Sound ecological environment is the most inclusive benefits to people's wellbeing. Priority should be given to addressing prominent environmental problems that are harmful to people's health in order to keep up with people's ever-growing needs for a better environment.
三是良好生態(tài)環(huán)境是最普惠的民生福祉，重點解決損害群眾健康的突出環(huán)境問題，不斷滿足人民日益增長的優(yōu)美生態(tài)環(huán)境需要。

Mountains, rivers, forests, farmlands, lakes, and grasslands are a life community. The building of ecological civilization must take all factors into consideration with good overall plans and multiple measures.
四是山水林田湖草是生命共同體，要統(tǒng)籌兼顧、整體施策、多措并舉，全方位、全地域、全過程開展生態(tài)文明建設。

Protecting the environment requires the best institutional arrangements and the strictest rule of law. Institutional innovations must be accelerated and enforcement of laws and regulations must be strengthened.
五是用最嚴格制度最嚴密法治保護生態(tài)環(huán)境，加快制度創(chuàng)新，強化制度執(zhí)行，讓制度成為剛性的約束和不可觸碰的高壓線。

Working together on global ecological civilization construction and getting deeply involved in global environmental governance to come up with a worldwide solution for environmental protection and sustainable development, while guiding international cooperation to tackle climate change.
六是共謀全球生態(tài)文明建設，深度參與全球環(huán)境治理，形成世界環(huán)境保護和可持續(xù)發(fā)展的解決方案，引導應對氣候變化國際合作。
