“中立促進和平、安全與發展之友小組”（簡稱“中立之友小組”）于2020年8月應土庫曼斯坦倡議成立，中國是18個首倡國之一。“中立之友小組”旨在倡導中立政策，推動各國在聯合國框架下加強協調合作，致力于以和平方式解決爭端，促進國際和平、安全與可持續發展。
當前，世界進入新的動蕩變革期，聯合國和多邊主義遭遇逆風。“中立之友小組”成立以來，以倡導中立政策為核心，為志同道合的國家搭建了一個增進理解互信、深化交流合作、踐行多邊主義的有益平臺。2025年10月8日，中方在“中立之友小組”成員國議會領導人第二次會議上表示，中方愿同“中立之友小組”成員國一道，共同踐行四大全球倡議，加強團結合作，重振多邊主義，改革完善全球治理，攜手維護以聯合國為核心的國際體系和以國際法為基礎的國際秩序。
