2025年11月11日，中國(guó)生態(tài)環(huán)境部副部長(zhǎng)李高在巴西貝倫《聯(lián)合國(guó)氣候變化框架公約》第三十次締約方大會(huì)（COP30）“中國(guó)角”介紹中國(guó)碳市場(chǎng)發(fā)展經(jīng)驗(yàn)，受到與會(huì)代表和嘉賓關(guān)注。當(dāng)天，“中國(guó)碳市場(chǎng)高質(zhì)量發(fā)展與經(jīng)驗(yàn)分享”主題邊會(huì)在“中國(guó)角”舉行。李高指出，中國(guó)自愿減排市場(chǎng)建設(shè)持續(xù)推進(jìn)，促進(jìn)低碳零碳負(fù)碳技術(shù)發(fā)展和生態(tài)產(chǎn)品價(jià)值實(shí)現(xiàn)。

China's experience in developing its national carbon market has drawn global attention from participants at the ongoing COP30 conference in Belem, Brazil. The voluntary emissions reduction market is growing rapidly in China, promoting low-carbon technologies and the monetization of ecological products, said Li Gao, Chinese vice minister of ecology and environment, during a side event titled "High-Quality Development and Experience Sharing of China's Carbon Market", at the "China Pavilion" on November 11, 2025.

2024年1月22日，全國(guó)溫室氣體自愿減排交易市場(chǎng)啟動(dòng)，生態(tài)環(huán)境部鼓勵(lì)符合條件的溫室氣體自愿減排項(xiàng)目積極參與交易，有效發(fā)揮市場(chǎng)在資源配置中的決定性作用，為實(shí)現(xiàn)碳達(dá)峰碳中和目標(biāo)和建設(shè)美麗中國(guó)作出積極貢獻(xiàn)。

全國(guó)溫室氣體自愿減排交易市場(chǎng)是繼全國(guó)碳排放權(quán)交易市場(chǎng)后，我國(guó)推出的又一個(gè)助力實(shí)現(xiàn)碳達(dá)峰碳中和目標(biāo)的重要政策工具。兩個(gè)工具都是通過(guò)市場(chǎng)機(jī)制控制和減少溫室氣體排放，兩者既有區(qū)別又有聯(lián)系，互為補(bǔ)充，共同構(gòu)成我國(guó)完整的碳市場(chǎng)體系。自愿減排交易市場(chǎng)旨在鼓勵(lì)各類主體自主自愿采取額外的溫室氣體減排行動(dòng)，產(chǎn)生的減排效果經(jīng)過(guò)科學(xué)方法量化核證后，可以通過(guò)在市場(chǎng)出售，獲取相應(yīng)的減排貢獻(xiàn)收益。

自愿減排項(xiàng)目需要滿足三個(gè)要求。第一是具有額外性，可交易的減排量必須是人為活動(dòng)產(chǎn)生的，且是為減排做出了額外的努力。第二是具有真實(shí)性，項(xiàng)目應(yīng)當(dāng)是真實(shí)存在的，減排量應(yīng)當(dāng)是被準(zhǔn)確核算的。第三是具有唯一性，自愿減排項(xiàng)目不可以同時(shí)在其他溫室氣體減排交易機(jī)制重復(fù)登記，減排量不可以被重復(fù)計(jì)算。

要完善綠色低碳發(fā)展經(jīng)濟(jì)政策，強(qiáng)化財(cái)政支持、稅收政策支持、金融支持、價(jià)格政策支持。要推動(dòng)有效市場(chǎng)和有為政府更好結(jié)合，將碳排放權(quán)、用能權(quán)、用水權(quán)、排污權(quán)等資源環(huán)境要素一體納入要素市場(chǎng)化配置改革總盤子，支持出讓、轉(zhuǎn)讓、抵押、入股等市場(chǎng)交易行為，加快構(gòu)建環(huán)保信用監(jiān)管體系，規(guī)范環(huán)境治理市場(chǎng)，促進(jìn)環(huán)保產(chǎn)業(yè)和環(huán)境服務(wù)業(yè)健康發(fā)展。

It is necessary to improve policies for green and low-carbon economic development, and strengthen fiscal support, tax policy support, financial support and pricing policy support. It is imperative to promote a better combination of efficient markets and competent government, and integrate resource and environmental factors such as carbon emission rights, energy use rights, water use rights, and pollutant discharge rights into the overall reform of market-oriented allocation of factors of production, support market transactions such as sales, transfer, mortgage and buying shares, speed up the efforts to build a supervision system on environmental protection credibility, standardize the environmental governance market, so as to boost the sound development of environmental protection industries and environmental services industries.
